Stone Tom Koontz Prior to becoming part of the DLS team, Tom served over 20 years in the United States Army as an Intelligence Analyst and Equal Opportunity Specialist. Tom had several diverse assignments throughout his career, where he gained over 16 years of experience in training development. While assigned to the National Security Agency, Tom developed a first-ever, comprehensive training course for section analysts and operators, increasing the overall office proficiency in core competencies by over 40 percent. Throughout his career, Tom routinely identified critical training needs, and developed numerous training programs focused on eliminating those training deficiencies. Based on his expert knowledge and skills as an Intelligence Analyst and extensive experience in training development, Tom was hand-picked to serve as part of a Department of Defense (DoD) team tasked with updating and redesigning training courses and core competencies for DoD cryptologic linguists and analysts. As an Equal Opportunity Specialist, Tom designed e-learning training strategies and courses for equal opportunity topics for his unit of over 1200 personnel while deployed to Iraq, overcoming resource limitations and austere conditions. Their strategies provided critical training to unit personnel dispersed to over 40 locations throughout the theater. He also led a team of Equal Opportunity Specialists and instructors, who were designated to revise and update an 80- hour equal opportunity leader course which was given to selected personnel across Fort Hood. As a cryptologic Spanish linguist and analyst, Tom provided critical intelligence support to national-level decision makers on counterterrorism and counternarcotics issues and operations. He provided direct support to tactical U.S. forces conducting counternarcotics operations in accordance with national intelligence requirements and force protection policies and procedures. Currently, Tom works as a Curriculum Developer and Instructional Systems Designer (ISD), applying knowledge of Instructional Systems Design, Systems Approach to Training (SAT) and adult education theories, methods and techniques for an ongoing project. As part of the project, Tom works with subject matter experts in the field, acquires pertinent course material and information, designs instructional materials/presentations and collaborates with highly skilled, cross-functional multimedia and editing teams. In addition to his ISD duties, Tom is working on a distributed-learning (DL) feasibility tool project, aimed at identifying potential intelligence training courses for military, civilian DoD, and other U.S. federal agency personnel that are suitable for distributed-learning development. |
